Dr. Porter has two doctorates (Ph.D. in Health Services Organization and Research from the Medical College of Virginia --and an Ed.D. in Higher Education Administration from the University of North Texas), an M.P.S. in health services administration from Lynn University, and a B.A. in Economics from Binghamton University (SUNY). He also has two graduate certificates (Aging Studies and Nursing Home Administration).

He most recently was the Associate Dean of the College of Allied Health at Ferris State University , and Chair of Health and Public Administration in the College of Health Sciences and Human Services at Midwestern State University ( Wichita Falls , TX ). He has provided leadership for both graduate and undergraduate programs as well as coordinated an International Health Studies program with the University of Surrey - Roehampton ( London , Great Britain ).

Highlights of Dr. Porter's accomplishments include helping and now directing the implementation and leadership of the newest MHA program in the country (both on and off campus based - right here at Clayton State University!!), as well as his National Chair of the Ethics Faculty Forum for the Association of University Programs in Health Administration (AUPHA) and a fellowship with the only accrediting body for health administration (the Commission on Accreditation of Healthcare Management Education or CAHME). At the university level, Dr. Porter coordinated the successful completion of the distance education program compliance for regional re-accreditation (SACS). He has previously directed an MHA program along with an MPA program and helped with administration tracks in two MSN programs and an MBA program. He has two books (Social Strangers and The Health Ethics Typology: Six Domains to Improve Care) with two in draft, over 20 peer-reviewed journal articles, and is the Editor of the Journal of Health Administration Ethics and the Journal of Higher Education Ethics. He also serves on the Editorial Board of the Journal of Health Administration Education. Dr. Porter has over $400,000 in funded research.

Prior to his academic posts, he served on active duty in the Air Force as the Chief of Training Evaluation and Research for the AF School of Health Care Sciences. In conjunction with his evaluation and research team, he was awarded two consecutive benchmarks for his structural relations assessments that predicted student success in fifteen allied health programs. The research lead to a savings of over $980,000 in taxpayer dollars. In addition, Dr. Porter has served as the Assistant Executive Director for the Virginia Board of Medicine, was a CEO of a 190 bed health care facility, was a licensed nursing home administrator in New York and Virginia , and has been in acute care or health care related positions for over 25 years.
